Drop of FPS according to the time of day.

It's been two times that in multiplayer on the Finnish VirtualPilots server I have big FPS drops.
Both times it was at dawn or dusk but it was also at the beginning of the game.

So I did some tests on my side in solo and indeed, 9:30 pm seems to be the worst time for my FPS.

Am I the only one in this case? How can I fix this problem?
