It is a mechanical system where you have to link the flaps with the stabilizer at a certain angle for take-off and landing.

The linking and unlinking should be done with the flaps key F and Left Shift F . I tried the best I could according to the plane specifications mentioned in game, but to no avail. A bug ?

Link and use the stab trim, it will then actuate the flaps by using the stab trim wheel. That is why you link it. It is an system that offsets the nose down moment of the flaps by changing the stab angle.

I used the text below (plane specification in the game) as a guide but I could not understand from that that it was the stabilizer trim that had to be used.

My understanding was that with F you link and then you move the stabilizer and then you de-link with LeftShift F.
