Ground target scoring

I'm flying a ground attack campaign with the Il-2 in Moscow and I've noticed that PWCG scores kills differently than the game does, often giving me fewer kills in PWCG.  Is that expected?

 

Patrick has mentioned that PWCG can only score what the game puts in the logs so I checked the .mlg file after a good run.  I can see six of my train kills in the log, all from a single good rocket attack: Locomotive, Tender, AA car, flak gun riding the AA car, a passenger car, and a flatcar:

The game did count those six kills as mine on the mission completion screen, plus some machine guns.  8 targets destroyed! ?  But PWCG scored only 3 targets for me even though I was the only aircraft attacking. ? Here's the final tally from the CombatReport.json file:

Is this a case where PWCG scores differently than the game does, such at the locomotive tender being counted as part of the locomotive?  Or is it a case where vehicles are being killed by wreckage and explosions from nearby vehicles and PWCG can't tell that my actions resulted in their destruction?

@PatrickAWlson Here is another example.  The score is closer between PWCG and IL2 is very close to correct but still a little off.

 

The game reports 7 kills and PWCG reports 6 kills of slightly different types (see attached picture).
