I had it, used it...now I can't find it anymore.

Are you thinking of the city fire effect where you deactivate the fire part at mission start?

No, someone (I think @SYN_Vander but might be mis-remembering) posted an ingenious little script whereby you could damage an entire town/city with a few settings and a click.

There was a thread I believe...I'll try a search.

I use it all the time. If you keep a separate file of damaged cities, you can rename them with damage percentage and import them into missions at will. It's the best utility ever for mission making.

Here is the thread with latest version. Can be used to set damage, but also durability based on reference file:

@SYN_Vander Hey Vander, Can I use this to destroy airfields? I tried and only cities worked?

It should also work on airfield objects. Make sure the objects have no initial damage set though or it won't work.

Eureka! @SYN_Vander Just for my knowledge, why doesn't this work for bridges?

It only looks for 'block' type of objects. I could add bridges, but usually these are all in one group so it's already pretty easy in the ME to select all bridges in a group and apply damage in Properties.
