"Ring Bell" is for subs that are diving.... But you can use the noise for anything.

Can a sub be made to dive, and then come out again?

But just to be sure, the sub is modelled as a sub on the surface, that can move like ships with waypoints. There is no diving as such where you see the sub diving to periscope height or just completely under water. You simulate this by having subs that disappear (when underwater) and reappear at another place (spawned ) right?

From what I have read, set a waypoint height to a negative value to dive.

Yep, set the waypoint to a negative value to make them go to periscope depth.

I believe I did make them dive to periscope depth, then once they've dived (hit the negative waypoint), I delete them to make it seem like they've dived below periscope depth. And then after X time, they reappear at a random location (by respawning them).

I tried putting this effect in a mission to see what it sounded like, but I couldn't hear anything - has anyone else tried this?

I agree, it seems there is an issue. I tried to make the bell ring effect to work, but there is no sound at all. I normally use the Siren effect which work very well.

I made now my subs to dive. In fact the altitude value once negative it dives gradually at periscopic level. Altitude of -1 or -5 mt does not make a difference. You are either out or under but you have two positions. If you want the sub to go deeper then you have to make it disappear with delete MCU and then you can respawn at periscopic level.

When the sub dives there is a typical sub horn emergency dive alert  that is part of the animation. This is fine and does not need any other sound effect at this point.
