More to the point, in actuality, the highest medal for NCO Central bomber pilots could have been earned at 100, opposite the Entente award earned at (100). However, the central award requirements were elevated to twice that because it was so very, very,  rare for one of these pilots to have earned it.  The medal you reference was a historical medal for Central NCO two seater pilots, and was awarded to flyers but ten times in WWI, per O'Conner.   Nobody tended to live long enough in these planes as a career since the best typically found their way into fighter groups.  Flying two seaters being almost a form of continued training and proving grounds for future fighter pilots.  

 

One might consider that it seems unnecessary to bring a particular pilot (in this case, Loppnow) into the picture since these award system was established long before any pilot had achieved any of these.  It was not "made up" after his achievement.   Are you suggesting to increase the requirements for the Entente award from a requirement of 100 to 200 to match the Central award so they would match exactly?  That can be done...
