New Server For Multiplayer

I have searched everywhere and I cannot find in detail how to set up a server on may machine I play on.

I read I need a second account to start with. Where do I ask for that.

Sorry if you have been asked this a bizillion times.

I'm not sure which article you found, but if you need further information, see Chapter 11 of the mission editor manual.
