Help required

Hi all:

 

This concerns to my installation/gameplay lag during the early menu stage. My cursor is out of control, actually I bought the game last 2 years ago having this same problem now [2018]. After the PC upgrade it still has the same issues. My rig now is i5 6400 in 64 bit OS. Am using win8 on my laptop. I tried to run in game but it was still super laggy, Im using a mouse at the moment to explore the game's actual graphics, its laggy. Also I cant play offline mode, it requires an online registration or what this thing called but when i enter online its laggy. My ping in steam is super 300 why I want an offline mode but I cant. I cant remember if i had a code, it was 2 years ago now it wont let me go offline. I want to upload a pic of my registration problem but im on my laptop[it was on my PC].    Any help is much needed and appreciated.

   Just a follow up question and asking if this game supports windows 10 because I will have that installed on my desktop?
