How does "low, med high" affect the AI behavior?

I keep witnessing something and I want to determine if it's a bug that should be reported.

Namely AI cover attacking ground targets rather than paying attention to enemy fighters at the target area and properly covering the bombers.

From mission editor and multiplayer server manual (P.239):

"Priority
The priority of the coverage.
Low–The covering objects can also attack nearby enemies.
Medium–The covering objects can maneuver to defend themselves from attacks.
High–The covering objects do nothing except cover the object requiring
protection."

This is better explained there than I could. So if they are attacking ground targets, I can guess its set either to medium or low in your mission. High doesn´t look that optimal for an escort. Also, what are they covering, is the covered thing attacked by the ground targets and have the escort a ground attack payload?

Edit: Also did you link everything correctly? Refer for that in the manual I mentioned "Mission editor and Multiplayer server manual".

Thank you - Yeah I set the logic correctly.

The fighters are escorting A-20's and at least 2 of the 4 escorts end up attacking parked Ju-52's at the target instead of engaging the 109's. I can't remember now if the cover command is set to low or medium. I'll verify 

...and once again I feel like a dummy for not consulting Jim's manual first.
