Missions Downloaded Do Not Show Up

I know this has been covered but It's not fixed and I've tried all the fixes short of uninstalling and I'm not going to do it, Steam does not recognize that I own FC so I think I may have added it from here but cannot remember which account I don't want to go through that again. But I have over time Downloaded missions and they don't work, I got a zeppelin mission and it worked when I just dumped the content into the Missions folder without being in a separate folder but only once then when trying to play it again you can click on Missions but it doesn't open. Could this be a Win 11 issue? Is this becoming a more common issue? I just noted that all Steam Recognizes is BoS but I have Maps and Aircraft
