The game recognizes over 8 devices, and cause it to skip the Main Menu, jump to the Missions page, and Freeze!!??

I've been struggling with this for days..   I've reinstalled the game 3 times!!  But I finally narrowed it down to this problem/bug:

 

I have many controller devices being a flight sim enthusiast.  When I look in the data/devices.txt it has 0-9 entries for controllers.  At first when I installed it, it showed just 8, 0-7.  Next time I start the game it says it found a New Device!.  And it asks if I want to copy my assignments from some device(I have not assigned anything to anything yet) to this new one it found.  I click cancel or accept, it doesn't matter..  

 

The next time I start the game it skips the Main Menu, and goes straight to the Missions page, and hangs...  It just locks up and I have to End Task.  It won't respond to anything!

 

So I noticed that if I delete the devices above 7, ie 8, 9..   It starts on the Main Menu now just fine.  But next time I start the game, it does it again!!  It skips the Main Menu, and goes straight to the Missions page and LOCKS UP!...   Sometimes I don't think it tells me I have a new device, and sometimes it does? 

 

I think that I found one post a few days ago that mentioned that the game only supports up to 8 (0-7) controllers?   If that is true, then it should not continue to add device 8 & 9...   Making it 10 devices in the devices.txt file??  

 

How do I fix this?   (Please don't tell me to unplug some devices.  They are all unreachable.)

Here is the flow of what happens...

 

My devices.txt before running the program again:

 

After starting the game I get this.   

I don't even want to use that PointCTRL controllers...  I click Cancel or Accept.  It doesn't matter..

 

Then it shows this one, and I click cancel...  or accept..

 

Then it throws me into the Missions page, and LOCKS UP!!   It skips the Main Menu!

 

It's FROZEN!.   So, I have to End Task.

Then, when I open the devices.txt file, it has added line 6 &7.  

 

If I leave that file alone, and restart the game, I go straight into the Missions page and the game Locks up again.

 

If I delete lines 7 & 8, and restart the game, it starts all over. (ie. go to the top of this post, and I have to go through all that again, with the same result!)

 

Is this game hardcoded to only allow 8 devices??
