Dynamic Resoultion Factor Causes Flashing

Whenever I have Dynamic Resolution Factor set to maximum, when playing tank battles, going into third person causes the ground and grass to flash violently whenever the camera moves around. I am fairly certain it's this setting causing the issue, as I tested all the other settings and only when i turned this setting down did the flashing go away. If I turn this setting all the way down though, the quality of picture diminishes to a level that I really don't like. Any way to fix this? My GPU hardware is a Nvidia RTX 3060, if it makes any difference.

Can you please upload a video of this problem happening, that is, the flashing? 

 

Also, updating your drivers may fix this problem.
