Flight limits and aircraft limit configs not working

I'm having an issue where the flight and aircraft limit options are not working. I set 0 to bombing, strategic bombing, and ground attack aircraft in both additional and minimum categories and I only have 2 for patrol aircraft. But I still get strategic bombers, bombers, and ground attack aircraft in my mission. I want the only aircraft to be fighters in the mission, how can I do this? Or is this not feasible? Thank you!
