Subtext not triggering ondamage

If you take off in a p51 from Taman airfield there is an industrial target in the town of Taman. I think I've setup ondamage correctly and it should trigger a timer that then shows a subtext.

 

Also, how do I get the black background? Forgot how to do that...

Be aware the onDamaged report can be very finicky as well - sometimes it doesn’t trigger until a lot of damage has occurred and it essentially mirrors onKilled.
