How do I mod skins in the game?

I need to know how some here have managed to modify their personal touch and choice of skins in the IL-2 tank crew and what the necessary programmes are in order to do so. Sadly, it seems that the developers did not include a specific modding file section where they included tools for modding, or so I think.
