Prevent Ai from respawning when live played count on each side reaches a certain number.

Is there a way to prevent Ai from respawning when live played count on each side reaches a certain number of live players on a multi player Dogfight server, and reactivates the enemy Ai  when the live player count on the opposing side drops below a certain threshold.

If so how do i set it up in the mission editor.
