AI flight leaders go way too fast on patrols

Hello, I am a relatively new player, but I have done my research before downloading and buying my planes. I have PWCG 16.3.1, a DM mod, and the AI pilots mod by Gavagai. 

When given a patrol mission by PWCG, the AI flight leader seems to be going as fast as it can through the mission. Why? None of the other AI pilots can ever reach him because he is going so fast. I can reach him, but it takes like 10 minutes to do it. The flight is always separated by a few hundred meters and I have yet to fly in a decent looking formation.

 

I cant find anything in PWCG that lets me edit how fast the flight leader can go when he is patrolling. The ONLY time he should be going full speed is if he is fleeing or is in combat. Everywhere else he should maybe be at like 85-90% throttle. That would let the flight actually catch up and fly the mission together.

 

Any help on this is appreciated as it is the only thing that is making me annoyed with the game.
