Yeah, that will always require 'manual' work...just how it is. That's not a bad thing though as using sat data can be a crutch even for modern stuff and not always yield the best results down low.

Of all the things that change the least over years is topography - not that it doesn't change, but modern satellite data can be used to generate a terrain mesh that can then be tweaked manually to better reflect the prototype. Similarly raods and rail lines - a lot of these will still be relevant, and for those that aren't the majority can just be deleted, with more manual editing where required. Either way, it will mean more man-hours invested than a modern map, but certainly beats starting from scratch.
