BF109F2 Water radiator open/close Manual control

BF109F2 only , when I place the water radiator on  manual control it  opens fully 100% by itself and does not answer to any graduation of opening or closing ,then on automatic control the radiator closes 100% , have tried of course re setting controls in settings with no change, any solutions guys?

That's how it worked on the F-2.
