Even in a busy mission with lots of clouds or single plane with no clouds, for some reason I cannot get past 30FPS, any ideas?

AMD7800x3D, 4090, 64GB RAM

You been in this busyness for so long that I guess your drivers is updated. With your rig this sounds a bit eh wrong. 
how is it working in DCS compared to GB?

Vsync or framelimiter set somewhere?

 

I have the same setup as you except with 32GB ram and a crystal. Just did some quick missions w/o foveated rendering at 4312x5102 resolution with settings below. I was getting a steady 72fps@72hz and about 85fps@90hz. I would assume that if vsync isnt enabled somewhere, then there may be an issue with the varjo software..

Vsync is off in Varjo software, no frame limiter, I get constant 90fps in DCS.

Downloaded OpenVr dll and now it runs without Steam VR and FPS increase to the 40s, which still feels very low.

Something is making it ran slow.

 

MSAA was the problem costing me over 50 FPS
