No sounds after installing VPmodpack v1.2 in IL2 1946

Yes, I installed it onto 4.12.2

Everything works except there is NO sound at all. Config shows "SoundUse=0" and even after I change it to "SoundUse=1" and start the game...still no sound...and when I check the config it has reverted back to "SoundUse=0" all on its own. 

 

Any help would be appreciated.
