Nothern Flanders - Rheinland Map

Hi, I wanted to create an Historic WW1 mission in the Northers Flanders area (where my grandfather was a chief commander in the then neutral Dutch army).

All about trains and Belgian refugees on the run for the Kaiser, and the area it's near the edge of the Rheinland map. Is that possible at all? Thanks.
