Video Recording Resolution

I have a question.  Sometimes I watch a video that says the resolution is 1080 but the video looks fuzzy, more like a 720 or 480.  Other times it says it's a 1080 and it looks clear and shape.  Is one the setting on the computer for the monitor and the other is the recording setting?

If you’re watching the videos on YouTube, look to see if you’re setup to view the videos at the highest resolution possible. Once in a while I’ll notice YouTube will be playing in Auto mode. If so, the program will choose a lower resolution based on bandwidth I think.
