That's because on day on your promotion you start with your old rank, and until the day ends, the game starts you at old rank then shows you promotion message when you enter the career. Once you get to the next day (and begin day with new rank), this career starts providing your new rank to all other careers. So if you read promotion message, exited the career immediately, tried to make a new one and it didn't have the rank available, that's why.
