Unallowed Plane Modifications Being Allowed - Reproducable

For Certain Impacted Planes:  DFW, Po-2

Impacted Modifications:

Radios and Cameras (which is the big impact) - note:  Also for sure works on other planes like the N.11/Gotha/HP O-400 with other types of mods like Clocks, Fuel Gauges, etc. (more minor)

 

Bug: 

Locked modification configured to the aircraft becomes optional to the player before spawning in which is unintentional and is impacting multiplater play.

 

Reproduction Steps:

1. Camera/radio is added to plane as an installed modification via the editor  This addition is REQUIRED on the plane via the multifield dropdown menu.  It's not optional.

2. Additional OPTIONAL authorized modifications are entered via the mission editor via the Allowed Mods field - to allow other modifications (such as a sight or bomb rack) to be selectable if the player chooses.

2a.  Validate that you've not selected/used the wrong modification code in the Allowed Mods text box.

3.  Save mission and enter game, starting a server - mission with Plane Mods Lock = 1,

4.  The modification which is intended to be locked down becomes completely optional in the plane customization screen.

 

Why Does This Matter?:

This prevents running a mission where players are allowed some personal choices on mods on a plane because then they can just choose to not run a camera or radio - on a recon or artillery spotting plane as approriate, thus negatively impacting game balance in multiplayer.  In the WW1 environment, with limited engine and airframe options for certain timeframes, being able to use the weight of cameras and radios help balance the planesets and allow balanced gameplay of hunting and catching two seaters on missions is important.

Also verified that this bug also appears to effect the rear gun on the Po-2, but that's the only actual weapon mod I've seen impacted in this regard.
