Index user here. Does not work for me in Il2 but works great in DCS. Only per application video setting does not work.

IL-2 runs through openvr. Steam is the runtime (similar to oculus runtime) and will run either openvr or openxr depending on the game. DCS switched to openxr from openvr a few months ago. IL-2 will run openxr toolkit but only via open composite.
