Why is the CPU of launcher is so high even when speed is low?

In the task manager its currently at 25% of CPU usage but it downloads the files at 2 KB/s

I have noticed it for years, but never seen any one complain.
What it does in background?

Bad (or a bug) programming is always an indication why processes run high. Doesnt have to be a reason. You might write a bug report then.

If it's a problem for you, just start with the exe. The launcher is only needed for updates

My launcher is running at less than 1% (i.e. reading 0% in task manager).

 

It is worth noting that installers do a lot of different things - it may be checking the consistency of already installed files, or decompressing files that were downloaded in a compressed form - this type of thing is really common with modern update software.

 

That said, if it is always doing that (even when not installing), there might be an issue with your system configuration or a bug  - which should be reported in the appropriate sub-forum (i.e. not here). I'll probably move this thread in a bit.

You're currently downloading an update, your cpu is working to unpack those compressed files and install them, hence the high usage. Totally normal when downloading/unpacking/installing anything.

On the other hand, high CPU usage on its own is no indication whatsoever of bad programming/bugs.

The most important stats are missing ;) As others have said above, one possible cause for high CPU usage is decompressing downloaded files. Look for either high disk usage or high network usage occuring at the same time. If you see either of those (also in the task manager, just to the right of your screenshot border), then it's more likely than not decompressing. This might also happen in phases where network, disk and cpu usage fluctuate as various buffers get filled and emptied.

 

Though even that really depends on various factors. If you've got a very fast SSD compared to your processor, you may see relatively little disk usage while your CPU is clogged up.
