!!!ERROR New Version of dedicated server available - "CONTENT FILE LOCKED"

On Sunday April 23rd  I could host a mission from my dedicated server and everything was fine. I know there was an update on Monday April 24 so when I tried to host a mission today and the message on the Dedicated Server Program said "!!!ERROR; New Version of Dedicated Server Available", I realized I had to update my IL-2 on the server PC. Should have been easy. When I downloaded, the download looks complete but there is a message in Downloads that is in red and caps that reads "CONTENT FILE LOCKED". The only choice I have is resume but the download will not complete. It continues to read "CONTENT FILE LOCKED", Then I thought maybe the hard drive is too full. Nope, there's 58mb of storage free so that can't be it. I have never seen the message "CONTENT FILE LOCKED" before so I am stumped. Any help is appreciated, thank-you.

I solved the issue. Just needed some time away from the problem to think clearly.
