P40 Radiator Flaps Not Retracting

I have it mapped yet nothing even when I set to manual control. Only on the P40 do I have this issue. Any help is appreciated.

It's controlled by the outlet cowl flaps command.

In case you haven't found it yet, the P-40 has electric aileron trim.  It's controlled by a toggle switch on the front instrument panel, right below the altimeter.  Since it's electric the engine has to be running to use it.
