How do you create text?

Is there a way to create these texts and icons in the Mission Editor?

That's done with Flash. There's a writeup about creating a scripted campaign that includes adding the text using Flash. However, I'm not sure what the status is on whether the Flash part works or not. You could do a Google search to see other people's experience, like so:

From what I have heard, 1 or 2 people have been able to figure it out, but I am not one of them. I had an Adobe account for a while but Flash is no longer supported, so the tools were no longer available.

I thought Flash had been scrapped by Adobe and not supported anymore.

See my comment in the thread linked by JimTM above. You don't need any Adobe stuff - thankfully since I hate their extortionate fees. All required software is Free and Open Source. It isn't particularly hard either; it's just some extra work compared to the icons you can place using the Mission Editor.

Sorry, I don't. Although my best guess is it is.

 

Why don't you try it out? You can use the flash files from one of the singleplayer careers, that way you don't have to waste time creating your own flash files You'll find the stock flash files in data\swf\il2\mapstactics (first unpack using unGTP-IL2.exe).
