Jagged Shadows

After getting a newer GPU () I got came some artifact in form of flashing contures (made a report while ago, but apperently no one has it or do not care).
I did some close up screenshots and noticed that the shadows look jagged and kinda glitchy on the ground.

Is it a limitation or really a graphic bug?
