Vertical lines at edge of screen when panning

I've noticed that sometimes there are vertical lines at edge of the screen when you move your view horizontally. They look like ghosting that you get with certain monitors. I was able to catch them in screenshots so it is clear that is not monitor related issue. The lines appear when the rotating your view and once you stop panning they quickly disappear.

 

I also noticed that they are related to clouds setting. If you fly with clear skies these lines do not appear. They appear at horizon level only.

 

Is there some setting that causes this?

I have bloom, HDR and cinematic mode disabled. 

 

EDIT: Note that I cropped the screenshots and they are only showing about 1/3rd of the whole image.
