New VKB NXT Pro WW2 grip not allowing to map axis or keys

I have CH Throttle and Pro Pedals and purchased the VKB NXT Pro. Works perfectly with COD . Wanted to connect with Great battles  BOS recognizes new controller on beginning screen, but does not allow me to bind/recognize any axis or keystroke. I looked through forums. through Steam, unchecked steam game pad, Set up VK Sim utility as others had. restarted game multiple times same message, new controller, but unable to bind. I checked the devices ini folder, not there. It recognizes my CH throttle, but not the pedals. Any help would be appreciated. Window 10 recognizes the controller as well as Steam. Is there a way to copy and paste a VKB NXT Pro command line into the ini folder?
