Flaps don't appear to be working as expected

I'm new to IL2, so apologies.

 

Just been checking out a few allied aircraft and I'm a little confused about the flap controls.

The Spitfire XI and Hurricane II both appear to have their flaps mappings the wrong way round when using my controller.  

 

On the i16 and Mig3, the mapped "controller" switches twiddle the visible interior controls, but on their own do nothing beyond that.  What I appear to need to do is use my controller switch to move the interior switches and then ALSO use the keyboard switches to have the control settings change actually move the flaps.  That's a little counter-intuitive.
