Xsolla Error 1092

I have always bought every purchase through the 1C website and never once had a problem, but when I try to buy TC with PayPal as a gift using the Promo code I receive, this error. Xsolla error 1092  ???

Any ideas as to what is wrong and how I fix this.

Same problem.  Just messaged Xsolla support to see what might be going on.     Unable to make a purchase since Thursday.   I'll see what they say.

Had to create an account in Babka (Xsolla support system) and through a live chat was able to get them to remove the security locks on my payment methods.  No explanation as to why they were locked.
