On July 16th 1940 Hitler signed the OKW directive No. 16 regarding preparations for "Seelöwe", a landing operation against Britain. These were his very words: "Since England, in spite of her hopeless military situation, shows no signs of being ready to come to an understanding, I have decided to prepare a landing operation against England and, if necessary, to carry it out. The aim of this operation will be to eliminate the English homeland as a base for the prosecution of the war against Germany and, if necessary, to occupy it completely.. Preparations for the entire operation must be completed by the middle of August."

Two Luftflotten under the command of Generalfeldmarschallen Kesselring and Sperrle, were reporting directly to chief of the german Luftwaffe, Reichsmarschall Göring. In the occupied territories and the north-west of Germany were concentrated 11 Jagdgeschwadern for a total of 1,300 "Messerschmitt-109" machines, 2 twin-engined Zerstörergeschwadern "Messerschmitt-110s" numbering 180 machines and 10 Kampfgeschwadern and Sturzkampfgeschwadern with a total of 1350 "Heinkel-111s" "Ju-88s", "Ju-87s" and "Dornier-17s" bomber aircrafts. Luftwaffe had experienced flight crews, who acquired combat experience in aerial combat in Spain, Poland and during the french campaign. At the same time due to an active propaganda, the morale of the german pilots was very high, and they virtually had no doubt of victory, although they knew that they would still have a lot of hard trials to endure.

On contrast Royal Air Force (RAF) could only oppose 534 "Spitfire" and "Hurricane" fighters, and another 213 bombers and support aircrafts.
