Dive Bomb Sight will not work from Cold Start

I'm pulling my hair out over this one! In the AR 234 I cannot get the dive bomb sight to engage when I start the plane from cold from parking.  I hit the keybind and nothing will happen. Level bomb sight works fine.  

 

Funny enough if I start in an air start or a runway start it works fine with the same key bind.  I have tried:

 

Verifying files

Changing key bind

Deleting keybind and setting to a new one

 

Nothing works please help and let me know what I can send to help!
