Career or quick mission? Difficulty level of enemy AI? What's your altitude when this is happening? If you're flying low, there are instances when the AI won't attack you. Etc, etc.

Or is this an infrequent occurrence? Whatever the case, the next step is to record it and show it to the devs. In my experience, on hard difficulty, I get shot at all the time. And hit.
