Need some context. Career or quick mission? Difficulty level of enemy AI? What's your altitude when this is happening? If you're flying low, there are instances when the AI won't attack you.

Just to be clear, you're saying that enemy aircraft line up behind you, but never shoots at you, across multiple sorties? Or is this an infrequent occurrence?

 

Whatever the case, the next step is to record it and show it to the devs.

 

In my experience, on hard difficulty, I get shot at all the time. And hit. So, whatever you're experiencing is not normal.

 

*Edit: I guess the only other pertinent question is whether you're running any mods.

Not my experience, they seem to be pretty deadly if you let them catch you.

I have never seen such behavior from the AI. 

 

Quite the opposite actually. Everyone near my 6 shoots at me including my wingmen.

Yes, Medial Olfactory Delay Syndrome can cause them to not recognize your smell. A rather common problem with house-bred AI.
