Decelerate button doesn't work

Hi, the decelerate button is somehow broken. I can't assign it to a button on my throttle. Any idea how to fix it?

Is that for driving the player controlled vehicles?

sorry, I mean the time deceleration. Acceleration is working but I can't get to normal speed again.
