Ok so the problem i have is i have 3 devices connected. Stick/Throttle/Rudder.

Stick NO issues pitch roll all good.

Throttle i can map the axis but when i goto fine tune it nothing. Moving the throttle yields no movement.

Rudder same as above. Axis is seen fine tune nothing.

When flying Pitch and roll all good. But no throttle and no rudder. I mean Why????

It sees the axis but refuses to use them.

I have done a complete reinstall. And you guessed it. Same issue. Frustrated..

Have you checked to see if the devices are working properly in the OS, i.e., Device Manager?

Yes there working fine. Win10

To add. I was getting Tobii to work and i did and all axis were working fine then. And i have had one restart between then and today.

I just understand that the sim recognizes the axis being mapped but doesn't work as it should.

What about button functions in game?

Not sure your issue sounds totally like this but, have you checked the device number in the game to the devices.txt file?

If not here's is a simple fix vs re-binding:

In game go into Key Mapping.  Find a blank square on the right side of one of the settings.  Press a button on one of your devices (throttle/joystick/etc.) and note the number, e.g.  joy3_b1.  Note down the device and the corresponding number (joy3).  Press a button for each device and note it.  Cancel out of Key Mapping.

Open the data\input\ folder and make a copy of the devices.txt file.

Open devices.txt.  You'll see something like the following.

configId,guid,model

0,%22732763e0-67bd-11e6-0000545345440180%22,MFG%20Crosswind%20V2

1,%228da8c430-c0ed-11e8-0000545345440280%22,vJoy%20Device

2,%22c521a3c0-67b0-11e6-0000545345440280%22,Logitech%20G13%20Joystick

4,%2246b78200-0660-11ea-0000545345440380%22,VPC-Throttle

3,%225c179db0-7fc1-11ec-0000545345440180%22,VPC%20MT50%20Flightstick

Find each of your devices and change the number at the beginning of the line to the number you just noted in Key Mapping.

Save the file.  The game should now recognize your devices correctly.

One other possibility could be calibration.
