P38 hydraulic aileron boosters being turned on and off

The pilot's notes state:

 

"The actuators are turned on using a special valve on the left side of the cockpit and require at least 1200 psi in the hydraulic system, so they should be turned off if there is only one engine running.  In the sim, they are turned on and off automatically." 

 

When I have played with just one engine, the on/off switch for the booster seems to be bugged; it will switch off for 1 second every 10-15 seconds, and go right back to "on" every time.  Sometimes it'll stay in off mode, but it seems to be random.  either way, the the hydraulic system was around 1000psi the whole time.  It doesn't seem to matter if you purposely turned off the engine, or if you damaged one engine and it was no longer able to run.

 

Edit- testing it more, it will only stay off if I cut the remaining engine's throttle and RPM down very low, and then it'll turn on again once I give the engine throttle and RPM again.
