For example, if I purchase BATTLES OF NORMANDY on this site (or other components), will I able to play them on Steam (where I already have IL-2 items that I've purchased on Steam).

You have to link your Steam account to your Web Store account. Full intstructions how to do that are in the Manuals and Guides forum -- look for the red official manual.
