Can I play content from official store with my account linked to steam version without internet?

Hi, I've been thinking about buying BON from the official store and linking it with my BOS steam version but I'm a bit curious if the BON content will show up in the game if my internet is down. My internet hasn't been the best lately so I just thought I would double check if I need internet to have my accounts stay linked. If anyone could explain how it works that would be much appreciated.
