If one sets the timer longer, will the bomb explode if dropped from a lower altitude?

Bomb timers start on impact with the ground, but need a short time to arm after leaving the aircraft.

Is that the reason why my bombs sometimes doesn't explode?

I set the time delay to 5 seconds and usually drop from a very low altitude.

What is the minimum height to drop from to be sure they will be armed?

Yes it is.

 

It's not a height thing, it's a time thing.

If you are horizontal skip bombing, it will be as low as you can go, because the bomb travels horizontally for a distance.

If you are dive bombing, release height will be dependant on your angle and speed, so experiment in the missions.
