Video card is working at 20-25 percents

I installed the game today and found that it runs in 30-40 fps no matter what settings i'm using. 
Playing on a laptop hp omen 16 c0007ur with Ryzen 5 5600H, Radeon RX 6600M 8gb and 16gb ram
Task manager is showing that video card is working at 20-25%, processor is around 5-10% and only RAM is 80-90
Any help?

Are you sure it runs on your dedicated rather than built-in cpu?
