dont get set up menu after selecting plane

For some reason when I am in game after selecting plane and then select plane set up it goes straight to start to start. The set up menu window does not pop up. I have tried restarting,checked game integrity in steam and reinstalling and still with same problem. I dont know what to do. Any suggestions screen sharing whatever to fix this issue.  I need help! PLEASE

i just checked the integrity of game files again and it says "1 file failed to validate and will be reacquired" Will it do it automatically? I dont know

In what game mode is this happening? Quick Missions/AQMB? Career? Single Missions? Scripted Campaign? Multiplayer?

Okay I don't know anything about multiplayer.

I'm not certain I understand your problem, but I think you just need to look for a faint grey arrow at the right of your screen. Click the arrow and the setup menu will pop out.
