I've noticed this issue too: when starting a mission with rockets, each AI aircraft in the flight fires one pair of rockets just as it starts its takeoff roll. Thought it was an issue with the Mosquito at first, but I've since seen it on the Pe-2 and now here it is on the Typhoon. Pe-2s also launch a pair of rockets even though, unlike the British ones, the Soviet rockets can be launched one at a time.

 

There seems to be a change made in the recent update that allows AI planes to drop bombs separately, not all at once. For instance, Mosquitos drop their internal bombs on the first pass, then make another pass to drop their wing bombs, and Bf-110s armed with two bombs also make two passes, dropping one bomb each pass. This is very cool, but I wonder if that change might have somehow caused this bug with the rockets as well.

I've noticed the same thing when flying P-40's armed with rockets.  One fires off on takeoff from each aircraft armed with rockets.

I should think it's a very dangerous thing to do and most likely against safety protocols. Perhaps the AI think it's a bit of a lark. You know, something to lol about and cock a snoot at authority. But to be serious for a moment, it's more likely they're lightening their load for greater performance if attacked. And they're not good with rockets anyway.

Seen it with the IL2 too. 

 

On par with many things the AI does actually.
