There is no exploit, for some reason default chat option is to ALL, so enemy can see what you type, and planty new players dont understand that.

If your talking about who destroy what target message in chat, that got change some years ago to be visable for all insted only for your side, again for some strange reason.

Logicly would be that default chat is to my team, and only my team can see kill messages of my team players.

I think it is quite logical that default chat is to everyone, while it is also possible to direct chat to your own team only. The process is the same for both kind of chats anyway and I even think you could change the key bindings so that Enter sends messages to your own team and Ctrl+Enter to everybody, if someone preferred it to be that way.

I also think that the kill messages are adjustable by the server settings.

I tought server can just turn off kill notifications and not make it my team only

Yes, could be. I am not familiar with what settings are available on server side, I have just noticed that on some servers you can see kill notifications and on some servers not.
