I'm running extreme settings on my Vive Pro2, I have motion compensation disabled in the console and in SteamVR I have motion smoothing disabled both globally and in my game.
I'm playing IL-2 BoX and when I load into the game I'm getting 120FPS, but once I start a mission I cannot go higher than 60. The FPS locks out there and the GPU% is only about 70% usage. 3080 Ti and Ryzen 7 5800

If I drop to 90 Hz, then I get 90FPS when I load in and 45FPS when I start a mission.

Does anyone know if I've screwed something up? I've reinstalled both the Vive Software and Steam VR.

Most likely your graphics are too high combined with the extreme setting in the VP2 to maintain full fps. Also check if you have vync enabled.

vsync does nothing in VR

I have my VP2 in 120Hz, so i have 60fps stable. (instead of 45/90) or you have to low the graphics details to have 90fps stable but i know it's not your question and a bad answer ?

i prefered to have a great adaptive repropjection (steamVR native) as i had with the index, or disable repropjection for real like Oculus headset, but for the moment we have no better choice with the VP2 @gnelson0265?

We can't prevent reprojection with the VP2 as you said.

ps: motion compensation is not related to repropjection, but you have to test, to prevent stutter, but there are artefacts, it's your choice what you prefer, i don't really like motion compensation of the VP2 even if the "new" one is a little bit better...

The motion compensation is great for landscape stutter during "voltige" but not great for close things (cockpit, wings, etc)

You can enable/disable during the game in flight in the vive concole, so it's easy to test.
