Cannot Install (Failed to update)

I have had IL-2 since 2016. I have not flown for over a year. I have finally built my new dream computer, Threadripper, 3090, 256gb RAM and I cannot get the IL'2 installer to work. I tried on my old computer which hasn't been updated in awhile, and it also gets a "Failed to update"

 

Whats going on here?
